I usually tip my hair dresser 25-30 percent she's really good. but do I tip the receptionist? she just sits at the desk and doesn't do any thing but she handles the cash.

I wouldn't think so. I mean, you might feel obligated to do so, because you tipped the hairstylist, but I don't think you have to because they didn't perform a service for you. Don't feel bad if you don't, she gets paid regardless anyhow.

No she screws my appointments up all the time. Besides it cost me 155.00 every 4 to 6 weeks for get tipping anyone other that my hair dresser.

No. She is compensated by the owners of the salon for the service she provides to THEM in scheduling appointments and greeting customers. Your stylist is supplying a direct service. You should tip him/her and the person who shampoos you, your manicurist or anyone else that serves you directly. Not the receptionist. Do give her a warm smile bid her a good day though.
